List 4A Chinese Goods – First Exclusions Announced by USTR
Today, the U.S. Trade Representative published a notice in the Federal Register the first list of exclusions on Section 301 products from List 4A Chinese goods. Originally, the additional tariff on those goods was 15 percent as of September 1, 2019. However, that rate was lowered to 7.5 percent effective February 14, 2020.
The exclusions listed in the Federal Register cover eight HTS subheadings and are retroactive to September 1, 2019 through September 1, 2020.
Please review the attached list provided to see if your imports are affected. Importers are responsible for determining whether or not their product(s) meet the specific description next to the HTS – Harmonized Tariff Schedule – number. If your imported goods qualify for the exclusion and you wish to discuss a strategy for requesting retroactive refunds, please contact your local C J representative.
